I've purchased and read your book Beat Blackjack Now! The Easiest Way to Get the Edge and I am very grateful for the advice on blackjack and can't wait to put everything you've written to use.
I do however need some clarification about one thing. When exactly does the Speed Count begin and end? Should a player start counting at the beginning of a new shoe? Does the current count reset once a shoe is over and a new one has begun?

I am glad you enjoyed the book. You've seen how easy it is to learn the Speed Count.
As stated in the book, the count begins with the beginning of the shoe and ends when the dealer shuffles up. At that point, with the new shoe, you begin a new count. If you are playing a non-shoe game, it is the same thing. When the dealer starts the round, the count begins. Make sure you use the Optimum Basic Strategy with Speed Count as that increases your edge over the casino.
