I have not seen anything about when I can bet the pass/don't pass line. Is it permitted after the point is established? I know I can't take a pass/don't pass bet off the table.

You can put down a pass and/or a don't pass bet when the shooter is coming out. You do not want to place a "put" bet on the pass once the point is established because it will only pay even money and the casino has a big edge on such a bet. You should therefore make a come bet to get on the numbers or simply place the 6 and/or 8.
You cannot take down a pass line bet, but you can take down don't pass bets since you have the edge when these are on the number.
Casinos will not allow you to "put" a bet on the don't because you'd get paid even money on bets where you have a large edge and should be paying more if you win. Casinos are protecting themselves this way.
