Do people who set the dice slow the game down?

No, they don't.

In a study of 1,000 shooters, Frank Scoblete determined that the single thing that slowed games were dealers who were slow in paying off winning wagers, especially prop bets. This was followed by disputes between players and dealers over calls and payoffs. Finally, the dice leaving the table and the player asking for "same dice" slowed the game to a halt!
