I have Million Dollar Blackjack by Ken Uston and his software. Low cards (3s through 7s) are counted +1, aces and tens are counted -1, while 2s, 8s, and 9s are not counted. Is this the best Blackjack program to use or would you recommend another?

When you say "best program," do you mean best system to use in terms of counting? If so, I would say switch to the Hi-Lo, which counts the 2s and drops the 7s (thus 7-8-9) are neutral. You'll find much more information on the Hi-Lo count than on any other count. If you decide to do this, I would recommend my book Best Blackjack, followed by the next step up Professional Blackjack by Stanford Wong (the Bible for Hi-Lo counters). Once you have mastered Wong's book, you can read Don Schlesinger's Blackjack Attack, which is the ultimate analysis of just about every important conceivable blackjack question. I also highly recommend John May's Get the Edge at Blackjack: Revolutionary Advantage Play Methods That Work! Another very good book for beginners is Henry Tamburin's Blackjack: Take the Money and Run!
If your letter was inquiring about software, I can't help you there. I don't really use any software. I am a troglodite when it comes to computer stuff. Sorry.
