Can a Player Call "No Roll?"

Hi, Frank:

I am a newer player.

I notice that the stickperson many times will call "no throw" if the dice do not make it all the way down the table but I never see any other instances of a "no throw" called by the house.

Last time I played a house person stuck their arm into the playing area just as the dice arrived. The dice jumped around their arm and landed on the table. Obviously the house person interferred with the play of the dice but a "no throw" was not called.

My question then ... in this instance can a player call "no throw"? If so, at what point before the dice land? After they land?

Dear Jeff:

I once called a "no throw" when my dice hit the table as I was about to release them. The casino ignored my "no throw" decision and counted the roll - a seven-out no less!

So I have a feeling that players can't call no roll.
